Frost Law announced the hiring and promotion of 12 new tax attorneys, professionals and administrative staff members to the growing firm’s team. 

The new staff, all hired or promoted this month, bring a variety of backgrounds and skills to Frost. The additions range from battle-tested litigators and rising legal stars to top-of-the line operational talent. Their experience spans the private and public sectors, including the Justice Department’s Tax Division and the Internal Revenue Service’s compliance operation.

“These new members of our team add depth and expertise to the practice,” said Glen Frost, the firm’s Founder and Managing Partner. “Bringing in top-tier legal talent and creating positions like our first Chief Operating Officer will help our firm continue to grow and meet the needs of our clients across the nation.”

Key staff additions and promotions at Frost this month include:

  • Chris Headrick has been named as the firm’s first Chief Operations Officer. He is responsible for the strategic alignment of Frost’s internal operations. Headrick, a seasoned strategy and operations consultant, joins Frost after serving at SMBC, a Japanese investment bank, as an Executive Director of Finance Change Management, and at Invesco as a Director of Internal Consulting. In his previous roles as a Big 4 consultant, Headrick worked with clients focused on large scale strategy and transformation efforts ranging from the federal government to Fortune 100 Investment Banks and Asset Management firms.
  • Taylor Lucas, Esq., has been promoted to Associate Attorney in Frost’s Tax Controversy group. Taylor brings nearly six years of experience as a former IRS Revenue Officer and is a certified Enrolled Agent.
  • Jacob Langley, Esq., has been added to Frost’s litigation department. A Georgia native, the Georgia University and Mercer University School of Law graduate brings extensive experience leading all phases of the legal process, from discovery to jury trials and arbitrations. He focuses on assertive commercial and tax litigation, concentrating his practice on taking action against corporations and the IRS in federal court while also representing individuals in personal injury matters.
  • Kieran Carter, Esq., has joined as Of Counsel. Carter has 15 years of experience in high-stakes tax and criminal law. For the past 10 years, she served as a trial attorney for the Department of Justice’s Tax Division, where she handled complex tax litigation. Previously, Carter spent five years as a criminal prosecutor in the Commonwealth's Attorney's Office in Fairfax, Virginia.
  • Yan Wang is a Law Clerk originally from China. She passed the Chinese Bar Examination and has legal education and practical experience in China. Prior to pursuing her J.D., she earned an LL.M from the University of Southern California, along with a business law certificate.
  • Darius Liely joined as law clerk. He is currently studying at the University of Baltimore and pursuing an LLM in Taxation with a specific certificate in Estate Planning. Liely’s tax experience includes working at a Low-Income Taxpayer Clinic at the University of Baltimore School of Law.
  • Ellelyshia Ardo is a law clerk. She is in the final semester of pursuing a Juris Doctor degree at the University of Maryland Carey School of Law. While at the law school, Ardo has participated in the Low-Income Taxpayer Clinic. 
  • Bob Manning has been added as an operations specialist. The 20-year Navy veteran has previously worked at STP client engagement and operations and at Miltec UV in Quality Control and Operations. 

Earlier this month, Frost promoted three key attorneys to be partners:

  • Nick Berger, Esq. Since joining the firm in 2015, Berger has been a trusted presence in the tax controversy practice. He has been recognized as a Super Lawyers Rising Star and a Best Lawyers Ones to Watch for his efforts in tax for individuals and businesses. 
  • Jessica Marine, Esq. With almost two decades of experience, she brings precision, accountability and tenacity to every engagement. Marine rejoined Frost Law in 2025 following an earlier tenure from 2015–2017. Previously, she held several roles at the U.S. Tax Court, including Deputy Clerk of the Court, where she spearheaded the Court's case services division. She also taught Tax Practice & Procedure at the University of Baltimore School of Law.
  • Dan Staeven, Esq. He joined in 2020 and leads the bankruptcy and financial restructuring practice. His initiative in managing this area and his commitment to guiding clients through challenging financial circumstances embody the perseverance and leadership that Frost Law highly values.

In addition, Frost added long-time IRS executive Terry Lemons this month to serve as Public Relations director.
