Kieran Carter joined Frost Law in 2026 as Of Counsel, bringing a wealth of knowledge in federal tax controversy, tax strategy, and estate/fiduciary litigation. Kieran spent the past 10 years of her legal career litigating high-stakes tax cases as a senior Trial Attorney in the U.S. Department of Justice’s Tax Division. There, she led litigation teams in some of the most complex tax cases in the country, involving multi-million-dollar disputes, complicated trust structures, FBAR and FATCA compliance, and closely-held assets. Today, she leverages her insider knowledge of the IRS and DOJ to maximize her clients' outcomes.
Kieran also served in DOJ leadership as Counsel to the Deputy Assistant Attorney General for Policy and Planning at the Tax Division, advising on tax cases before the Supreme Court and handling sensitive matters involving the IRS, Congress, and the White House. Prior to DOJ, she was a criminal prosecutor for five years for the Commonwealth’s Attorney’s Office in Fairfax County, VA, where she tried over 400 bench trials and 24 jury trials.
In 2025, Kieran started Oakgrove Legal Strategies, where she helps clients navigate sophisticated tax strategies, trust administration, and estate transitions. At Frost Law, Kieran helps clients navigate tax controversies, as well as providing sophisticated federal tax planning services. She offers tax advice not in isolation, but as part of a broader, integrated wealth management strategy that considers estate planning and potential litigation risks. Kieran is deeply committed to her clients and is known as someone who empathetically listens to her clients' needs. She is based in Arlington, Virginia, and enjoys hiking with her family and two labrador retrievers.
