Background & History
L. Ulysses Chatman is a Director and International Tax Counsel at Frost Law. Mr. Chatman’s practice focuses on complex cross-border tax matters, including mergers and acquisitions, information reporting, and tax controversies. He advises high-net-worth individuals, privately held companies, and large multinational enterprises on stock and intangible property transfers, tax planning, transfer pricing, and dispute resolution with tax authorities.
Prior to joining the IRS, Mr. Chatman worked as a financial policy analyst at a Fortune 500 technology and consulting firm and as an in-house financial analyst for a research and development company. This experience gave him a practical, business-oriented perspective that continues to inform his approach to tax planning and controversy matters.
Mr. Chatman subsequently spent more than a decade with the IRS Office of Chief Counsel. He served as Senior Counsel in the National Office of the Associate Chief Counsel (International), following an earlier role as Senior Attorney in the Large Business & International Counsel division. During his government tenure, he managed significant tax controversies and helped develop regulatory guidance addressing intangible property transfers, mergers and acquisitions, and transfer pricing.
Mr. Chatman worked directly on some of the most significant international tax guidance issued during his tenure. In recognition of his contributions, he received multiple awards from the IRS and the Office of Chief Counsel.
He is also a frequent panelist and instructor at industry conferences and professional training programs. He regularly shares his insights on cross-border M&A, intangible property transfers, transfer pricing, and tax controversies with accountants, lawyers, business owners, corporate executives, and tax professionals.
Before joining Frost Law, Mr. Chatman was a director at a major global accounting firm, where he advised clients on international tax matters, among other things. His experience in government, professional services, and corporate finance enables him to combine deep technical tax knowledge with practical business judgment. He helps clients anticipate risk, navigate complex international tax rules, and develop effective strategies for sophisticated planning matters and high-stakes tax controversies.
